Both people must come in together to fill out the application. You should apply at least 24 hours before the wedding but no more than 60 days ahead of time. Marriage License Requirements in Putnam County
New York State law under DRL §13 requires both people to appear in person at a clerk office. You need to bring several documents. Each person must have a certified birth certificate, a valid photo ID like a driver's license or passport, and a Social Security card.
